The "Deliver" thing is in "the Harvest," yeah. Is that the first time we ever see Harmony, btw? I can't remember if she was in "Welcome to the Hellmouth" or not.
Hm, I'd never thought of that scene as an abuse of power thing - more as a funny and nerdy act of petty revenge on a bully. But, hm, I guess extending that thought it's not too different from when Jonathan goes bad...which itself is not so different from Willow's arc.
